Adding a gif/video preview on thumbnail for uploaded video file

I want to re-create the YouTube effect on mouse hover where it starts a gif/video preview of the video the user is hovering on.

Have you seen a plugin doing that or have an idea how I can re-create that effect with WordPress?

Ideally, I would want all video thumbnails (including when displayed in gallery grid/carousel) to have that effect.

Secondary, the effect to be applied on featured image thumbnails when there is a video embedded in the post/page/custom-type and no specific featured image has been selected
