Adding anchor link in a text block – no HTML?

We have a private post that is pending review in my group. The WP (version 5.3.2) post uses block editor. In the post that has a number of text blocks, the first text block has “1” to refer to a note in the last text block at the bottom of the post. I know how to add an anchor point from the “1” in first text block to the second block which has a note, but I don’t see a way to add the ID attribute “id=1” to the note. There is no visible option to change the text block into HTML mode so I could insert this id attribute manually.
In another posting on this topic in this forum, someone suggested: “…editing the button module, select?Link to > Site content or Custom url?, then in the link url, select?Set a Custom url, and enter #register.”
But in our post there is no “Link to > Site content or Custom url?, then in the link url, select?Set a Custom url “ option in our blog post. If it does exist, please direct me where I could find it? The insert/edit link in the editor only displays “URL” and “Link Text” fields.
Please advise.
