Adding Block in Editor: “The editor has encountered an unexpected error.”

After updating to 5.7, now in the editor if you search for a block it will throw the “The editor has encountered an unexpected error.” with the underlying error being:

No other block plugins are added, normal wp core jquery is being used. All caching is off and cloudflare disabled.
