Hello! I currently have a WordPress MS working in Subdirectory Mode, at the root /
I have multiple other sites setup – /test1 /test2 etc.

I also have another installation of WordPress in a seperate subdirectory /blogs/ that is running in a different network yet sharing the userbase.

I find the second install to be cumbersome and not work as well as I’d like it to, is there a way so that I may be able to have a base of /blogs/ added to all new sites for users ho register?

No. WordPress MultiSite doesn’t like to pretend it’s in any other folder than it is (except for in domain mapping, which is something else entirely and not appropriate here).

I don’t know how you shared the userbase, but the ‘best’ way would be to just move everything (all your sites) into the blog install.
