Adding/Editing links buggy in Chrome

    When adding a link to a page, the link pop-up starts flickering when you hover over the settings button (cog icon) and it isn’t clickable.

    When editing an existing link it starts flickering as soon as you hover over the edit button.

    This only seems to happen on pages and not in posts.

    I’m working with Chrome Version 71.0.3578.98 (64-bits). IE 11 doesn’t have this problem.
    It happens on both local site running on Xammp as well as on my staging website on a live server.

    I have disabled all my WordPress plugins and all my Chrome extentions. After that I also tried this on the Twenty Seventeen and Twenty Fifteen theme. Both gave the same result on different computers.

    Could someone please have a look at this for me?
