adding functionality to your wordpress theme question

    can anyone help me oout with a quick question. i am looking for a site like https://www.economist.com/ for a client and am looking for a theme that looks similair and has similair functionality. is this possible? or would i need to make modification which would exceed CSS and HTML, unfortunately budget low so cant afford a programmer
