Adding hr adds unwanted paragraph/nbsp below

I’m using horizontal rules a lot to break up pages and I’m very happy its been added to the editor as a button, however there is a bug where when you add an HR and then update the page; it returns with an unwanted paragraph below it.

This is particularly a problem since you have to remove it using text view – and it adds unwanted complexity to creating pages for less experienced computer users etc, it is a big problem.

Is this due to be fixed or is there some workaround or anything?
