Adding I Agree to Submit page

Hey everyone,
I have my website up and have added a new Submit page to it that is a pop up, but I keep having around 500 new “spam” posts a day. I don’t know how to fix that. Also I was wanting to add a “I Agree” to my Submit page for future users and that may also stop the spam post I keep getting. Any feedback is appreciated. Thanks.
