Adding Listing Error

When I go to add a listing and select the payment plan, it immediately takes me to a checkout page which used to come after I would fill out a listing. Additionally, once I select the payment plan it says, “complete submission” even though I haven’t even started a listing yet. This is one of MANY errors I have been having that I have reported many times, but have never got resolved. Please see screenshots.

Once I click view my listing it simply takes me to my user dashboard and there isn’t a listing there.
