Adding nav HTML?

Is there any way to surround the list with NAV?

I realize it can be done in a template or with a combination of blocks or something like that. But that’s something else for a non-expert editor to accidentally delete or move.

And, BTW, nice plugin for sure. Returning simple, valid HTML… wonderful.
