    hello,

we’re successfully using Authorizer with CAS on our multisite.

is it possible to allow regular site Admins to add new users to their sites that have not already been added by a Super Admin to network/users but that are valid CAS users?

will setting “All authenticated users” under “Who can log in to sites in this network?” allow this? we currently have set “Only approved users”

    thank you!

I think the best option is to configure WordPress multisite to allow regular site administrators to add users to their sites:
WordPress Network Dashboard > Settings > Network Settings > Add New Users = Allow site administrators to add new users to their site via the "Users → Add New" page
Once that setting is changed, individual site administrators can see the Authorizer settings page and approved user list.

If you’re unable to do that, you could set Authorizer to “All authenticated users”, but keep in mind that means all CAS users can get added to any site they try to log into, which might not be desired.
