    Options > Miscellaneous, check “Allow File Uploads”. You’ll want to set rest of the upload options there, as well.

    Thank you, I found it.

    However I got the following message when clicking to upload:
    >>It doesn’t look like you can use the file upload feature at this time because the directory you have specified (/home/tipoftex/public_html/wp-content) doesn’t appear to be writable by WordPress. Check the permissions on the directory and for typos.<<

    I am not sure where to fix this.

    Very simple, no database! ??

    you are getting that message, i think, because you have not set the permissions (CHMOD) correctly for your wp-content folder. you can change this with an ftp program or something simliar…
