Adding Steps to Checkout Process

Hi,
Is it possible to add upsell steps to the checkout process?
For example between proceed to checkout and payment, we’d like to add a ‘why not add the following?’ with nothing else but the 4 upsell products on and then a ‘continue to payment’ button.
Any help would be great.
