Adding tags with no posts Ultimate Tag Cloud Widget Custom Tags List

Hello,
Here’s what i’m trying to accomplish, i want to have the tag cloud widget display tags that aren’t attached to any post, i’m adding tags using the
“Custom Tags List” plugin
and i’ve set minimum posts to “0” but the tags do not show,

Am i doing it wrong? is there a better solution to accomplish what i want?
