Adding Webform to WordPress Plugin? Encoding? PUZZLED!

Hey there,
I want to know if its possible to add a webform from a third party to add into a wordpress plugin and information in the webform be filled before it can be used.
I am looking for a standard solution that I can use on multiple plugins. Like a script that I can add to each plugin I get made so that it can only be used if the webform is filled.
Also I want to encrypt the code using ioncube, I tried but since I am not a coder I couldn’t :p But I tried…
I AM EVEN WILLING TO PAY TO LEARN or if someone can do it for me.
Let me break it down further:
1. Add a third party webform to the wordpress plugin. I also have a licensing script to protect my plugins so I would prefer if the webform submit button and the licensing script submit button can be used as one. Like they enter their detail in the webform (email) enter activation code on licensing script and then press submit and info is added to both sources.
2. Encrypt the file using ioncube.
Please PM Me if you can do it or guide me in the right direction please.
P.S: I tried and failed at least 5 times so out of desperation I am willing to pay to either do it for me or teach me ??
