Additional Groups & Grouping

By default I have a total of 5 groups, is there an easy way to add more groups?

My second issue: Is there a way to have an announcement scroll in more than one group? Saving me the trouble of duplicating an announcements. My site is broken up into sections and I want to setup a group for all 7 sections of my site but would like for some announcements to be broadcasted site wide or in several groups.
