adjust text above/around input fields

How can I change the text / title that’s visible above the form on the frontend? see https://buch.nl/fb-oproep/
It says “Een bericht plaatsen” (Dutch for ‘place a message’) but I would like to change that into something like “Upload a file” because the messages can be sent with the standard reply option.
Plus I would like to add the filetypes that are allowed, f.i. above the upload button. Like so: “Je media bestanden (.doc / .pdf / .mp3)”cheers!
