Admin and website wont generate second page

Our site is not generating the subsequent pages to view older posts. The plugin PageNavi shows 1 of 0 pages.
Admin/manage/posts only shows the first page of posts and does not show subsequent posts.
When I go to admin/manage/categories the database shows the correct number of posts in each category (64), but the posts link only generates the first 15. There is no link to the others in the list.
It seems like WP can only generate one page of info and that’s it. Any ideas?
