    Hi

    WP-Optimize -> cache -> Cache settings

    Option : Serve cached pages to logged in users

    If this option is enabled, the Admin bar is not displayed even when logged in as an Admin user.
    If you uncheck (disable) this option, the Admin bar will be visible.

    Is this behavior intended and normal?
