Admin can download images, others can’t

Also, what page is this happening? In the Gutenberg editor?

Adding the filter is not a good solution. This feature should either have it’s own role or honor the roles assigned to users. If a user’s role, such as Editor, already has the upload_files capability this filter shouldn’t be required.

@tnolte Updating to use the upload_files role would likely be a smart change.
