Admin Cannot Edit Other Roles After Last Update

After the last update, a regular WP Admin on a multi-site installation cannot edit the “Other Roles” in the “Additional Capabilities” section when editing a user. Have to log in as Super Admin and then choose “Edit” under “Capabilities” to change the additional role in the plugin interface.
