Admin does not have permission to add category

    I have a new WP installation. I’m signed in as admin, and I’m trying to create a new category. I get the error, “You do not have permission to do that.”
    Any ideas???

    Re-upload the wp-admin and wp-includes folders from a fresh download of WordPress.
