Admin email after updating customer order

I need to figure out how to send admin notification emails whenever a customer order is updated. For example, if a customer is returning an item and I create a private note in their order, I need an update with that new info sent to specific email addresses. Or if someone is choosing to pick up their online order from a retail location, I want to make a note within their order and have specific emails notified of the update. Is this possible?
