Same problem.

Solution (or workaround): you have to assign a role that HAS access to the restricted page to admin.

Download and activate PMPro Roles
https://www.paidmembershipspro.com/add-ons/
This automatically crate user roles for each pmpro membership levels. After doing this use some role editor to change admin role from default to role-which-has-access.

Even admins must have a membership level to view member content.
