Admin Login Trouble with GoDaddy Windows IIS 7.0

I can’t log in as Admin except by waiting several days, or sometimes trying a different browser. I’m pretty sure it relates to using WordPress on a Windows server (IIS 7.0) on GoDaddy.

I have other sites on GoDaddy (Linux) and never have a problem. I have three copies of this one site on this Windows server, and they all lock me out. The account belongs to a nonprofit I’m trying to help. Here’s one of them: https://lynchburgcovenantfellowship.org/wp2/.

I’ve isolated the theme and the plugins. I’ve tried every fix in the Codex several times.

What is it about WordPress and Windows IIS 7.0 that keeps me from signing in for days?

I have found every common fix and have been trying them all now for weeks. I now think it has to be related to the Windows server. What is it about this combo that locks me out?
