Admin notice on admin page

To the developers,

You have an admin notice regarding users giving you a five-star rating on admin pages. While I understand the need to do this, could you perhaps limit your scope to WordPress admin pages and not pages created by plugins for their own welcomes screens? Not only does it conflict with HTML there, but it’s not appropriate to intrude upon specific screens that have nothing to do with your product. Thanks!
