Admin Panel Available to Users

Nooby here…When I login as Admin I get the admin panel. But when I create a New User with Role:Subscriber, logout as Admin, Login as New User, I still get an admin panel, although abbreviated. Often the panel says something like “you don’t have the privileges to install …. plugin.” I don’t think New User should be seeing or have access to the admin panel. Can someone tell me what is happening?
