    I’ve no idea what Admin board theme is, so I can only speak in general terms. We modify the appearance of most themes by creating Child Themes. In child themes you can apply your own CSS and define customized template versions. With some framework based themes, your own child theme is not possible. In that case you need to modify the theme through a custom plugin. Plugins can also alter CSS, but overriding templates gets rather tricky.
