    Looks like the CSS is messed up. What is the warning message you get on the top of the page? Sorry the image is too small and I cant read it.

    Try:
    – switching to the default theme by renaming your current theme’s folder inside wp-content/themes and adding “-old” to the end of the folder name using FTP or whatever file management application your host provides.

    resetting the plugins folder by FTP or phpMyAdmin.

    – re-uploading all files & folders – except the wp-content folder and the wp-config.php & root .htaccess files – from a fresh download of WordPress. Make sure that you delete the old copies of files & folder before uploading the new ones.

    – running the upgrade manually via wp-admin/upgrade.php

    warning message show sometime or sometime not…
    warning message not show this time but i remember this message….

    It would be helpful to know the entire message. Also did you try what esmi suggested?

    But i recently upload manually fresh wordpress 3.8 … and again i am re-uploading fresh wordpress is took lots of time ….. ??

    Yes, tahseensw. I know it could be frustrating but ofter time re-uploading the software is a good way to fix a problem.

    Again i am reinstall wordpress 3.8 but this problem not fix what can i do….. ??

    Can you see the front end of your WordPress site normally or is it also messed up? In other words, is the only problem you have with the messed up admin panel? What theme are you using? If you can still navigate through the messy admin area try changing the theme and see if the issue still persists.
