advanced-cache.php and cache-phase1.php issue

I don’t know if anyone can help, but I certainly hope so because iPower support has been trying for 36 hours and cannot fix it.
Let em start by saying that long ago I installed the WP Super Cache but it was causing problems so I deactivated it.
My blog https://www.ifitshipitshere.com was running just fine for months.
Then I changed the preferred domain via google webmaster tools to include the www. Now, that may not be the cause of my problem, but I just want to explain the steps.
For some reason, briefly after that my blog had a weird re-direct loop where the admin log in wouldn’t work and kept redirecting me to an install page.
Any visitors to the site were receiving the following message:”The page isn’t redirecting properly”
One of your nice moderators told me that he found this error on page 2:
[User ‘testing_1’ has exceeded the ‘max_questions’ resource (current value: 75000)]Then I logged in via iPower and deactivated plug-ins to see if I could figure out what went wrong. I spoke with them, told them about the queries problem and what your moderator said and they told me I needed more SQL server space.
Not only did that not work, but now this keeps appearing:

When checking my folders via my host, iPower, there is an empty folder named supercache in the cache folder in the wp-content folder in my blog folder in my public_html folder.
There also seems to be a wp-super-cache folder in my plugins folder which has the advanced-cache.php in there and a wp-cache-phase1.php in there, along with others.
Are these in the wrong place? Even though the plug-in is deactivated it sounds as though the site is looking for those.
Is it an htaccess issue?
I am not at all a computer whiz. But clearly neither is tech support at iPower.
Can anyone please tell me if these WP Super Cache files need to be moved and to where?
Please help, my site has been inaccessible for two days and it’s killing my traffic, ranking and business.
