Advanced website with multible registration plans

I am working on an idea that I wan’t to bring to life in WordPress. I have tried different systems, but the build-in power of wordpress seems like a good choice. However I have quite a few unanswered questions in regards to plugins and developement that I am hope some of you guys and girls can help me with…

Alright; here are the main point of what I am trying to do…:
A website where the user can register and choose between two or three different plans with different options when logged in.
The first plan is free, the second costs $x and the last plan costs $xx. When you are logged in you see a page where you among other things can import a set of discount codes from excel.
As an example the registrations plans could be import 50 codes, import 100 codes or import 1000 codes.

To un-registred users the only screen visible is a login/register page.

Are there any plugins that can help me along with this functionality or must I hire a developer to do the code for me?

Does it make sense?
