Advice for a newbie- design, plug ins, going live

  • Hello everyone.

    I’m hoping for advice on the following…

    I’m a total beginner but want to set up a WordPress blog.

    I’ve started writing content etc. and I sort of know what I want the blog to look like.

    Could someone tell me:

    * Where I can find someone to design a logo and a theme for my blog (both the layout and the coding)?

    * Where can I get advice on the kind of plug ins which will do the type of things I’d like?

    * How I can practice on the blog before it goes live- so no one can see it?

    I’m sorry if all these questions are ultra basic, but a few pointers would be so much appreciated.
