Advice on shipping classes

I have 2 shipping classes that have a separate shipping price per country.
I guess this could be done with the premium extension: https://www.woothemes.com/products/table-rate-shipping/.

But besides the shipping, customers can also pick up their order at the stores. This is not always free, it’s depends on the Shipping Class.
Could this also be solved with the Table Rate Shipping plugin ?
On first sight, i don’t think so.
Any advice and suggestions are welcome.
