After a person leaves a comment – go to a page

I notice when i leave comments on some peoples blogs it just refreshes and other times im taken to a page which they have created wich lets them say

Thanks for leaving a comment, please subscribe to my blog etc..

Do you know if this is a plugin or do you have to set it up manually?
