After last update useres with author role can't use Publicize otpions

same for me. It say “go to general options. But if we go to “general options” and all is right nothing look like bad, but impossible to publicize. It a pity really. Before that update it worked perfectly, and i have change nothing at all.

Thank you both for the report! It seems we’ve introduced that bug in Jetpack 3.9, and only editors and above can manage Publicize settings now. We’ll get this fixed in the next Jetpack release.
