After submission: PDF never loads in new tab

Form exists right below “Admission Discount”:
https://milwaukeemuseummile.org/testsite/about/I have all plugins needed for this to work. My shortcode:
[email-download download_id=“1197” contact_form_id=“1193”]The link to the pdf appears after form submission. When clicked, it opens a new tab but the PDF never loads. Here’s a screenshot: https://milwaukeemuseummile.org/images/ebd-screenshot.png
