Alert and summary emails not being delivered

I’m using the free version of WF and it’s up to date.
I have 2 valid email addresses listed in the “where to email alerts” field.
I have all alerts turned on and I tried 0 and 1 in the “Maximum email alerts to send per hour ” field. I’ve never received an alert.I also have “Enable email summary” checked and it’s set to weekly. I’ve never received an email summary.
