    Suddenly I have lost all ‘actions’ (Activate/Deactivate, Edit, Delete) normally showing immediately below the plugin title with a couple of exceptions where ‘delete’ still appears in red. If I tick a couple of titles and use the bulk pulldowns to achieve a deactivation I get the message “Sorry, you are not allowed to deactivate plugins for this site”.

    All plugins that were ‘active’ still are. I have not added any new plugins and the only recent change to the site was the creation via the database of a insert entry to create a new admin.

    Can anyone help?

    I would suggest that that was done incorrectly and you’ve broken your own admin login. Do you have a backup of wp_users and wp_usermeta from before you changed the database? If so, you could restore those tables.

    If you can still add users via the dashboard, add another admin user. Logout and login as that user. Can that user manage plugins? If so, use that user and delete your old, non-functional user id.

    Yes, I can and have created new admin via dashboard/new user – but when logged in there is no change to plugin screen as originally described. However the following error message is at top of Dashboard:

    What else have you done to your site since it last worked?

    Can you go to Dashboard->Updates? If so, click the button there to reinstall WordPress.

    Steve – I had replaced plugins.php in main WP directory and also plugin.php in wp-incudes directory.

    Followed your advice and updated site to 4.9.4 – Warning message on Dashboard has gone and ‘actions’ returned to Installed Plugins screen!
