All Attribute Values Displaying as Variation Options Regardless of Conditional

Let’s say I’m selling t-shirts available in small, medium, and large and in a variety of colors; however, only the small is available in red or blue. Instead of selecting small and only the red or blue options appearing, all of the color options appear.
I did some testing, and it appears at 30 variations or less the conditional works as intended. As soon as I add a 31st variation is when the conditional function goes out the door and all options appear. Then back to my scenario, if a customer were to select “small” and select “orange”, they would be presented with Sorry, no products matched your selection. Please choose a different combination.
I’ve switched to the default TwentyFifteen theme and deactivated all plugins except WooCommerce without any luck.
