Allow 1 Post for a user / email

Im looking for hack or any plugin which setup wordpress into multi Author blog;
but which allow one post per user / email id.

to post only no other modification for that user. he can manage /admin his post and comments related to his post.

if anyone know such hack/Plugin please let me know.
