Allow add terms for attributes

Can you please check the Product Vendor extension for that:

https://woocommerce.com/products/product-vendors/

It will allow your user to add products, and create attributes as well.

By default, you need to be an admin-level user to be able to do what you’re looking for.

So, you either grant the required privileges to the relevant users or you can consider the option that @daniyalahmedk provided.
