Allow Author Users to Edit Media Images/Files

I’ve searched the internet high and low for this, can’t find an answer. I need to add a permission to Author users to allow them to edit images in the media library. Just rotate, crop, etc. Cannot for the life of me figure out how to edit this, Roles and Capabilities in the Codex doesn’t seem to cover it.
