Allow logged in user to upload to uploads

Hi Folks,
I look after a WP site for a camera club with about 100 members.
That’s a lot of photos to sort out in the standard media library so I plan to create a directory for each member eg: wp-content/uploads/000
The question is, how do I allow a specified logged in user (ie user number 000) to upload image files directly to their specified directory (ie wp-content/uploads/000).
The logged in user needs to be able to do this from within their dashboard/site admin.
Is there a plug-in/s option that could help facilitate this.
