allow only to a city to buy

Do you mean that you will only sell to users who live in a certain city?

If so I think you could do this using shipping by only offering shipping to that city.

Look in Woocommerce / shipping zones.

They say:

If you wish to disable shipping for a location, add a zone for it and assign no shipping methods.

I’m thinking maybe if you set everywhere as a zone with no shipping methods and then set a zone with the city / postcode you do allow to this could work…
