Allow payment based on language?

I’m setting Woocommerce up for a client and they want to know if you can allow users from one country to buy products, while users from another can’t?

Example 1:
domain.com/en/ = can see products and buy
domain.com/da/ = can see products, but can’t buy

Example 2:
domain.com = can see products and buy
domain.dk = can see products, but can’t buy

Which would be best to manage? And is there a better way?
