Allow Shop Manager to upgrade customers to the wholesale user role?

    Hi there, I need my shop manager not the admin to be able to upgrade regular users with the customer role to the a Wholesale customer role?

    How do I do this? As right now only the administrator seems to be able to upgrade users to the wholesale customer roles?
