Allowing Users To Create 1 Page, no Blog Posts

I’m trying to create a site that allows users to sign up, and create a single page. I’m not sure if WordPress is my best method, but I have experince with it, so I can do a lot of code editing and such. Any ideas how I can accomplish a site like that? Any other scripts that may be useful?
