Almost FRANTIC – Database, install, restore questions

Here is my problem which is kind of long, so please bear with me:
Last weekend I decided to load my test site (https://testsite.mysite.com/test/ to the main directory so that I could tweak it for final release (https://mysite.com)
Something went horribly wrong, which was, of course, my fault. However, I was able to restore everything by moving stuff around. The next time I tried (Sunday), I thought I was following the directions in the Codex, but everything went worse.
Fortunately, I completely backed up my entire directory, including db’s. Now I have several issues.
I tried erasing everything on the directory (took FOREVER), and because I couldn’t find how to restore the original files and folders other than ONE AT A TIME through cpanel, I dragged the files via ftp and waited FOREVER for them to copy. I know there has to be a better way, but I’m working on about 10 hours of sleep for the week (day job), and can’t figure it out.
After moving everything over, I got a 500 error. I contacted my host who fixed it so that I ended with a 403 error. The interesting part is that if i type in the address of any of my pages, files, whatever, I get the “Maintenance” screen from the plugin I activated last week.
Here are my questions:
If I decide to do a complete new install of WordPress, will that wipe out everything? If so, is there a way that I can easily bring my old databases back in so that I don’t lose the information there? Or is there a way that I can restore everything that won’t take 24 hours to do?
I’m ***this close*** to being totally frantic, as I *must* have this site up and going by the end of the weekend. Thanks for any help!
