I found the php file for the output code, but I still cannot find the CSS controlling how it appears.

Just add this to your Theme’s CSS file:

div.woocommerce form.woo_cart table.shop_table tbody tr.cart_table_item td.product-remove a.remove { color: red; font-weight: bold; }
