alternative home page – twentyseventeen

Hello – I apologize for being newby . . .
I am working with twentyseventeen child theme.
I’ve been searching and searching for help with the homepage, as I too, wish to have a different / smaller header image — where the image can be controlled, not ‘upsized’ as it looks fuzzy by default.
Many have asked, but I’m not finding a clear answer to what I’m really needing:

I am willing to remove the parallax effect, if I can simply use a homepage with a header image that I can set size / position.

Is there a way to use twentyseventeen child theme, but have a completely different homepage? I don’t want to redirect, if possible, just want a completely different template for homepage itself.
Can anyone please direct me as to what I can do to accomplish this?
